Dozens of dead and decomposing bodies are discovered in a local lake, and Melinda must help discover how they got there. As she digs in to the case she discovers that an unscrupulous mortician, Carl Seasick, had told his clients he was cremating the remains of their loved ones, but instead had disposed of them in the lake to save money.

Melinda convinces Carl, on his deathbed, to come clean and give her the names of the bodies he had dumped. After giving Melinda his files Carl dies, but instead of finding forgiveness he is approached by “the Watcher” ghosts, who tell him he needs to spend more time on earth to help the living as penance for his sins. Melinda helps Carl contact the relatives of the lake ghosts, helping them to say goodbye again in a group ceremony.
